Definitions of Standards and Specifications

Standards are often created by professional societies and industrial organizations, then adopted by industries and governments. They often take years of committee work to produce, so that (a) they are infrequently updated and (b) can be expensive to obtain, since the  sale of the standard supports the committee work.

Specifications are the requirements to meet the standards. Sometimes these are expensive, sometimes free; this usually depends on the entity that creates the specifications.
